Project Description:

The Government of Albania is currently receiving considerable support from several donors, in particular from European Union for upgrading and expanding the transport infrastructure in the country. Technical documents used prior to 1991 were based upon standards that had been developed during the socialist era, which were outdated. More recently, investments have been made under the auspices of foreign funding agencies. The procurement of such works had invariably been realised through the engagement of various consulting firms which resulted in implementation of different approaches to design and construction within the sector to the extent of “non-standardization”.

The overall objective of the project was to provide a full set of design and construction standards for the use on future projects. Activities carried out within the project included:

  • Data Assembly and Appraisal;
  • Strategy Development (roadway design details and materials, structural design and materials, road safety provisions);
  • Design Standards;
  • Technical Specifications.

Types of services provided:

  • Capacity building in roads design and construction standards;
  • Redaction of Standards;
  • Legal Support;
  • Technical Studies: highway engieer, construction materials, pavements, structures, hydrology, traffic safety, quantity surveying;
  • Institutional cooperation, training, seminars and transfer of technology;
  • Project management and backstopping.
