Due to fiscal constraints, investment levels have failed to maintain an adequate level of service in the collection and disposal of solid waste in Montenegro (21 municipalities, 650,000 inhabitants, 241,000 tons/year of municipal solid waste). In order to attract funding, the project assisted the Government in formulating a sustainable institutional development plan and an infrastructure investment strategy.

The project objectives were to:

Facilitate the implementation of a strategy for solid waste management at country level;
Improve solid waste collection and transport capacity to adequate level of service;
Enhance the capacity of the government to attract IFI investment in solid waste management; and
Establish an effective institutional structure relating to solid waste legislation, regulation and service provision.
