EPTISA is extending the MISP services for 19 month

On June 26, 2009 Eptisa has signed an Addendum to “Municipal Infrastructure Support Programme” in Serbia. The Contract value is 999,830 Eur

The project will provide additional services related to establishment and management of Project Management Unit (PMU) for Council of Europe Bank Housing loan project in Serbia. This 19 month extension will increase the Contract value to 3,999,630 euro with 43 month Total duration.

The objective of newly incorporated Component 4 to MISP is to establish a Programme Management Unit (PMU) to ensure implementation of the Project for Durable Integration of Refugees in Serbia through a Credit Line from the Council of Europe Development Bank (CEB) and to strengthen the institutional capacity in Serbian institutions to implement the Housing Loan Projects.

The Council of Europe Development Bank (CEB) will issue a loan of €10 million on concessionary terms with twenty years of repayments and a five year grace period to the Government of Serbia to assist the refugee population in accessing affordable housing.

The Project will provide financing for around 400 refugees and former refugee households and some 100 other households that cannot access decent housing solutions through the free market.

According to the Framework Loan Agreement (FLA) ratified by the Serbian Parliament, the Project Management Unit (PMU) should provide Technical Assistance to the Implementing Institution for the implementation of the project (management and monitoring). The Implementing Institution (the Ministry of Finance) designates the Building Directorate of Serbia (BDS) as Investor to carry out the technical implementation and the procurement procedures related to Project's implementation.

The Project Management Unit (PMU) shall act as a technical assistance to the Building Directorate of Serbia (BDS).
