Project Description:

As it is stated in IPA Regulation, and particularly in IPA Agreement signed between Serbian Government and EC, one of the main objectives of IPA is to support process towards full decentralisation of EU assistance to beneficiary countries. It means conferral of management over IPA funds from EU Delegation in Serbia to Serbian Government. The overall objective of the project is to support the Government of Serbia in developing its administrative and technical capacities in relations to the management of the Instrument for the Pre-accession (IPA) under Decentralized Implementation System.

Direct assistance will be provided through three components:

Component I: Support to Competent Accrediting Officer, National Authorizing Officer (NAO), and SC:

  • Advise on set-up and resourcing the Serbian (DIS) IPA institutions;
  • Support NAO in exerting its control and co-ordination role;
  • Support NAO, through advice and provision of necessary tools and procedures, in exerting its future control and coordination role over the implementation of the all IPA components;
  • Advise on reporting standards within the DIS system;
  • Advise National Fund in financial management  and financial control required by DIS;
  • Training for the NF staff;

Component II: Support to the Operational Structure for Component III:

  • Assist the Head of the OS in activities related to organisation and in overseeing the Operational Agreements;
  • Support the mechanisms to monitor the procurement plan;
  • Assist the preparation of OS in financial operations and management;
  • Support to the OS in developing accounting procedures;
  • Assist on analysis of invoices and other supporting documents;
  • Training for the OS staff;
  • Assist the OS in implementing of procedures arising from Framework Agreement;

Component III: Support to the Operational Structure for Component IV:

  • Prepare the OS for operational activities;
  • Support the internal and inter-institutional mechanisms established for the purpose of monitoring of the procurement plan;
  • Assist the preparation of OS in financial operations and management;
  • Support to the OS in developing accounting procedures;
  • Training for the OS staff in financial management, financial control, and EC procurement procedures.
