Project Description:

The overall objective is to contribute to the further energy reforms in Montenegro in order to comply with obligations from the energy acquis. The purpose of the project is to develop and enforce relevant regulatory framework in order to increase sustainable energy use, with focus on transport sector.

The project is divided into three main tasks:

  1. Task 1: Potential for economic and environmentally friendly usage of renewable energy and energy efficiency measures in transport sector;
  2. Task 2: Finalization of legislation and preparation of regulatory framework implementation of energy efficiency and renewable energy sources in transport sector;
  3. Task 3: Assistance with implementation of top priority measures;
  4. Task 4: Review existing data collection in transport system and statistical monitoring and make operational reporting system for energy consumption in transport sector;
  5. Task 5: Development of a study on economic and strategic solutions for crude oil and oil products stock;
  6. Task 6: Potential of high efficiency cogeneration use in Montenegro assessed and action plan for development and use of district heating and/or cooling and high-efficiency cogeneration;
  7. Task 7: Delivery of trainings and information to national administration including administrative workers relevant ministries, governmental bodies and local governments;
  8. Task 8: Awareness rising about sustainable energy use as well as on the project activities and results.

Types of services include:

  1. Assistance with the energy reforms in Montenegro to comply with obligations from the energy acquis;
  2. Development and enforcement of relevant regulatory framework in order to increase sustainable energy use with the focus on transport sector;
  3. Development of potential for economic and environmentally friendly usage of renewable energy and energy efficiency measures in transport sector, including: Study on biofuels potential and secondary biofuels production potential in Montenegro; Study on possibility of introduction of other alternative fuels in transport sector; Study on EE potentials in transport sector; Action Plan for introduction of the RES and EE measures into the transport sector; Dissemination of information about the new EE technologies and use of RES in vehicles and transport sector;
  4. Finalization of legislation and preparation of regulatory framework of energy efficiency and renewable energy sources in transport sector, including: Revision of laws relevant for sustainable energy use in transport sector; Development of regulatory framework regarding renewable energy sources and energy efficiency in transport sector, including identification of top priority measures to be implemented;
  5. Assistance with implementation of top priority measures, including: Improving the system for monitoring quality of biofuels to comply with the regulatory framework; Improving the national energy database in order to better monitor energy consumption with special focus on transport sector according to the EUROSTAT; Improvement of existing energy management and monitoring system in regards to collection of data on energy use with special focus on transport;
  6. Review existing data in transport system and statistical monitoring and make operational reporting system for energy consumption in transport sector;
  7. Development of a study on economic and strategic solutions for crude oil and oil products stock;
  8. Potential of high efficiency cogeneration use in Montenegro assessed and action plan for development and use of district heating and/or cooling and high-efficiency cogeneration: Study on the potential of high-efficiency cogeneration use in Montenegro;
  9. Development of action plan for development and use of high-efficiency cogeneration;
  10. Delivery of trainings and information to national administration including administrative workers from relevant ministries, governmental bodies and local governments;
  11. Awareness rising about sustainable energy use and development as well as on the project activities and results.
