Project preparation facility for Ministry of European Integration
EPTISA Servicios de Ingenieria S.L. (ES) in consortium with Project Management Limited (IE), ECORYS Nederland B.V. (NL) and ECORYS South East Europe Ltd. (BG) is shortlisted for the upcoming EU funded project in Kosovo: “Project preparation facility for Ministry of European Integration” (EuropeAid/137475/DH/SER/XK).
The project objective is to support and reinforce the capacities of the Kosovo administration in planning, programming and implementation of the Instrument for Pre- Accession Assistance (IPA), sector budget support and in selection and prioritization of infrastructural projects, while the project purpose is to support the drafting of strategic and operational documentation for pre-accession assistance and the preparation of the Single Project Pipeline of the infrastructural projects with the overall aim to improve the country’s absorption capacities of EU funds.
We are searching for the Key expert 1. – Team Leader with the following experience:
The team leader will be responsible for managing the whole project team, and for managing and overseeing the specific tasks.
Qualifications and skills:
- A Bachelor’s degree in economics, social sciences, environment, engineering or minimum 15 years of professional experience. A master in the above mentioned areas (following the award of degree) is an advantage.
General professional experience:
- Minimum 8 preferably 12 years of professional experience in the relation to assistance programme design and/or budget support and/or socio-economic development in EU Member States or a IPA country.
Specific professional experience:
- Experience (long term projects – 6 months or more) in leading teams in the public or private sector and/or in donor funded projects in two, preferably five projects of similar complexity related to planning and programming of EU funding actions at national level in IPA countries.
- Experience (long term projects – 6 months or more) in analysing and/or drafting sectoral policies and/or strategies and/or institutional frameworks gained in at least one project, preferably three projects of similar complexity.
