Non-Key Experts required for the EU funded project in the Republic of North Macedonia:
Project: “Support to Social Enterprises” – EuropeAid/140105/DH/SER/MK

 

The project “Support to Social Enterprises” is funded by the European Union and implemented by consortium led by EPTISA Southeast Europe DOO. The aim of the Project is to support long-term and sustainable employment and business opportunities for vulnerable and marginalised groups by establishing support structures for social enterprises that will provide a range of services such as knowledge transfer, capacity-building, education and training, business coaching, organisation of events, sharing of office space or equipment.

The Project will identify needs, develop and promote new services, and will offer further support to establishing the eco-system for SE development, by facilitating adjustments to the policy and legal framework. The envisaged target groups are: public institutions such as Ministries, municipalities, ESA, APE, civic society organisations, social enterprises, etc.

To complete its team of experts, for implementation of the project activities that are part of:

Component 1 – Capacity Building

Activity 3.5. – Implementing trainings for local self-government staff, public sector operators and local CSOs on provisions and application of the Law on Social Protection and Law on Public Procurement, including best practices from EU Member States.

EPTISA is seeking applications from suitably qualified professionals to fill the following positions:

  1. Senior Non-Key Procurement and Training Expert – 40 working days
  2. Junior Non-Key Procurement and Training Expert – 25 working days

Qualifications, skills and experience:

  1. University Degree in the area of social sciences, economy, management, law;
  2. Fluency in written and spoken English language. Good communication and reporting skills;
  3. Minimum 5 and 3 years (respectively for Senior and Junior Expert) of experience from working on issues related to public services, local authorities, procurement, public /private/social partnerships;
  4. Knowledge of public procurement legislation and policies;
  5. At least 3 and 1 year (respectively for Senior and Junior Expert) of experience with public procurement;
  6. At least 3 and 1 year (respectively for Senior and Junior Expert) of experience with involvement in development of regulations and/or legislation for public procurement, NGOs, social entrepreneurship, including tax regulations, microfinance and/or financing of social enterprises.
  7. Experience with delivery of training on public procurement (at least 3 assignments) – for the Senior Expert.
