Non-Key experts required for the EU funded project “Technical Assistance to Support Social Inclusion of Youth through Innovative, Integrated and Tailored Services”

The project “Technical Assistance to Support Social Inclusion of Youth through Innovative, Integrated and Tailored Services” is funded by the European Union, managed by the Ministry of Finance – Department for Contracting and Financing of EU Funded Programmes (CFCU) and implemented in Serbia by Eptisa Southeast Europe d.o.o. Main institutional beneficiaries of the project are the Ministry of Labour, Employment, Veteran and Social Affairs, and the Ministry of Youth and Sports.

The overall objective of the project is to increase employment especially of youth through enhancing youth activity, early acquisition of work experience and entrepreneurship practices and activation of social policy and welfare beneficiaries, including support to the implementation of an EU funded grant scheme “Development of innovative, integrated youth tailored services and active inclusion models” (EuropeAid/159572/ID/ACT/RS).

The project will be implemented in the period February 2019 – Jun 2021.

The project “EU in Serbia Communication Network (EUINFONET)” is funded by the European Union and implemented in Serbia by EPTISA Southeast Europe d.o.o. Technical Assistance to the Regional Housing Programme (RHP) (Phase II) – Civil/Construction Engineering or Architecture – Local Expert

RHP Background

The “Regional Housing Programme “is a joint initiative of Bosnia and Herzegovina (“BiH”), Croatia, Montenegro and Serbia (partner countries-PCs), which is an integral part of the „Sarajevo process on refugees and displaced persons” initiated in 2005.

The project, that represents a continuation of a phase I, will provide technical assistance to the partner countries in the provision of durable housing solutions to the most vulnerable refugee and displaced population following the 1991-1995 conflicts on the territory of former Yugoslavia, including internally displaced persons in Montenegro from 1999.

The overall objective of the project is to comprehensively contribute towards completion of the protracted displacement situation in PCs by providing durable and sustainable housing solutions with full respect for the rights of refugees and internally displaced persons and the mutual obligation to closely cooperate and synchronize activities in order to ensure durable solutions for them, either through voluntary return and reintegration or local integration.

The Commissariat for Refugees and Migration (CRMS) is the Lead Institution/executive body for CHP management and implementation in Serbia.

Job Description

  1. The aim of this position is to provide technical assistance to the CRMS with the overall planning and coordination of the Country Housing Program (CHP) Serbia Program;
  2. Assist in the development of housing projects under the CHP including review of technical documentation, close communication with designers/contractors, building material suppliers, Project Implementation Unit (PIU) technical staff, site visits (before and after) and monitoring of project implementation;
  3. Working closely with Commissariat for Refugees of the Republic of Serbia (CRMS), providing support to the CRMS with the production of CHP reports;
  4. Provide on-the-job training to CRMS staff on the use of manuals, procedures, checklists in relation to site visits, contract management and claims etc.

Expert Profile

  1. Degree in Civil/Construction Engineering or Architecture;
  2. At least 5 years’ work experience in designing and/or supervising infrastructure/housing reconstruction projects/programs for refugees and displaced persons;
  3. Substantial experience in developing project applications and implementing infrastructure and construction projects;
  4. Experience with implementation of social housing programs;
  5. Experience in Serbia working closely with refugees/IDPs on housing/shelter needs will be an advantage. Experience of working with the RHP program would be a particular advantage;
  6. For this position proficiency in Serbian and working knowledge of English is a must.

Duration of contract: 12 months with possibility of extension (Phase II of the project started on March 2018 and expected duration is until December 2020)

EPTISA Regional Office for South East Europe ( co-ordinates all the managerial, commercial and technical activities of EPTISA in the whole Western Balkans.   1. Minimum University degree in Law, Economics, Engineering or other relevant discipline or 15 years of relevant professional experience;

General professional experience

  1. Preferably 10 years of relevant professional experience;
  2. Experience in transition economies is preferred;
  3. Experience with the Energy Community of Southeast Europe would be an advantage.

Specific professional experience

  1. At least 5 years of experience in advisory role on developing and/or implementing policies including studies related to energy efficiency and RES; energy markets development and/or regulation; energy related policies and strategic planning;  developing and/or reviewing technical/operational codes (grid/trade/metering/ customer codes) and commercial agreements; developing and/or price review of tariffs for electrical utilities; licence review and monitoring, and/or market monitoring;
  2. Experience with at least 3, but preferably more projects in the field of energy.
